IMPORTANCE OF NATION WIDE TWO DAYS STRIKE ON 8 &9 JANUARY, 19

National Convention of Workers organized by Central Trade Unions (except BMS), independent Federations and Associations viz; Central Government and State Govt. Employees, Banks, Insurance, Defence production employees etc, held at Mavlankar Hall, New Delhi on 28th September 2018, has decided to conduct two days nationwide strike on 8th& 9th January 2019. Earlier, Confederation of Central Govt. Employees & Workers, in its National Convention held at Hyderabad on 10th June 2018, has decided to go for one day’s nationwide strike on 15th November 2018, demanding settlement of 10 points Charter of demands of Central Govt. Employees, Pensioners, Gramin DakSevaks and casual/contract workers. In the changed circumstances, Confederation has decided to postpone the 15th November 2018 one day strike and to join the two days strike on 8th and 9thJanuary 2019 announced by the National Convention of Workers. There is no change in the 10 points charter of demands of Confederation adopted in the Hyderabad National Convention.

The declaration adopted in the National Convention of Workers held on 28th September 2018 has stated as follows:

“Government is dragging its feet on wage negotiations of public sector in bipartite settlement and 7th Central Pay Commission anomalies of Central Government employees. Four sub committees were formed by the Government to address several issues raised by Central Government employees (NJCA) such as scrapping of New Pension Scheme (NPS) review of Minimum wage and fitment formula, restoration of allowances and allowing option-I as one of the pension benefit formula. But nothing has been done.

The Central Government Employees organisations including the Defence and Railways have been planning united action against the betrayal of the Government and asserting their genuine demands including scrapping of New Pension Scheme. This National Convention extends full support to their struggle and upholds all their demands.”

Thus, the entire Trade unions (other than BMS) has taken serious view of the negative attitude of the Central Government towards the demands of Central Government employees and Pensioners and extended full solidarity and support to our struggle.

Unrest among the New Pension Scheme (NPS) employees is rising day by day. Those NPS employees who retired from service, in 2015 to 2018, after completing ten years’ service are getting a paltry sum of Rs.1000 to 3000 only as monthly annuity pension. How can a pensioner and his family live with such a megre amount as pension. This is equal to “No Pension”, Under the Old Pension Scheme (OPS) an employee who completed minimum ten yearsservice is eligible for 50% of last pay drawn as minimum pension.

Regarding increase in Minimum Pay and Fitment formula, the assurance was given to the NJCA leaders by none other than the Hon’bleHome Minister and Finance Minister on 30.06.2016. Two years are over but nothing happened. Government has replied in Parliament that, at present, there is no proposal for increasing Minimum Pay and Fitment formula. Thus the entire Central Govt. Employees are betrayed. Regarding Pensioners, the one and the only favourable recommendation of the 7th CPC i.e. Option-I, stands rejected by Government.

Three lakhs GraminDakSevaks of the Postal department conducted a heroic strike for sixteen days and finally Govt. was compelled to accept their demands.But while issuing orders, eventhough new pay scale recommended by the Kamalesh Chandra Committee is implemented, regarding arrears the Committee’s recommendation was rejected and modified by Govt. Some important recommendations like Children Education Allowance, Time bound three financial upgradations etc. are still pending. Regarding revision of wages of Casual Labourers, orders issued by Postal Directorate is yet to be implemented in some Circles and Divisions and their demand for regularisation is not considered favourably by Govt.

The situation in the country is deteriorating day by day. National economy including value of Indian currency, suffered serious setback due to pro-corporate, anti-labour and anti-people neo-liberal policies pursued by the Central Government, grievously impacting the livelihood of the working people and farmers.

The situation due to steep rise in petrol and diesel prices with cascading effect on increase in prices of all daily life utility items, especially food items, is resulting in torturous impact on common masses. The unemployment situation is getting aggravated with employment generation practically turned negative even in most labour-oriented sectors. The agricultural sector and farmers are in deep distress. The after-effects of demonitisation and faulty GST Continue to adversely impacting the deep crisis set in the fast-paced neo-liberal economic policies of the Government. Lack of job opportunities on the one hand and continued job losses, retrenchments, illegal closures on the other hand are imposing miserable condition on the ordinary families for their food, education of children and medical care of the sick and elderly, Aggressive move to sell the shares of the Public Sector undertakings and onslaught of privatization through various routes like outsourcing, PPP etc. is going on in full swing. The demand for universal social security with guaranteed pension has fallen on deaf ears.

Central Govt. not only refused to respond to the just and genuine demands of the organized agitation of working class, but has been continuing its aggression against the hard-won labourrights of the workers, employees and Trade Unions. It is in this background the entire working class of our country has decided to fight back the onslaught of the Govt. against the working class and peasants.

National Federation of Postal Employees (NFPE) has been in the forefront of the struggle against the neo-liberal policies of the Govt. especially against the negative attitude of the Govt. towards the Central Govt. Employees demands including Postal employees.

On January 8th& 9th, about 18 to 20 crores organized and unorganized workers will go on two days strike. NFPE HQ calls upon the entirety of Postal and RMS employees including GraminDakSevaks and Casual, Part-time, Contingent employees to join the strike en-mass. It is a struggle for our survival.

Draft resolution of demonostration to be held on 8.10.18

Resolution

This mass demonstration held on this day at lunch hour on the floor of.......expresses it's serious concern over the cases of political hooliganism taking place  in different Post Offices through out the Circle in last 6/7 years. Very recent on...4.10.18..in Burapet PO under Midnapore Divn Branch Postmaster had been taken away from his office purely on official grounds by some miscreants of present ruling party of this State. He was brutally beaten up and finally admitted to hospital. This has created a strong sense of panic and resentment amongst employees, particularly our members. Not only in Midnapore, series of such incidents took place in recent years in North Presidency, South Hooghly, Tamluk, Cotai, Burdwan, Darjeeling, RMS H Divn etc. All incidents were brought to the notice of local/regional authority but no result as yet.
In these circumstances,  this demonstration resolves that  the Head of the Circle should intervenee and proceed to State Authority for safety and security of our employees and offices as well. Otherwise, we would have no option but to resort to severe trade union action which may be cause of cease work for which only the authority will be held responsible.

ধিক্কার সভা হোক সর্বত্র

প্রিয় কমরেডস,
ইতিমধ্যে সোশ্যাল মিডিয়ায় আপনারা অনেকেই অবগত হয়েছেন যে গতকাল মেদিনীপুর বিভাগের বুরাপাট ব্রাঞ্চ অফিসের একমাত্র কর্মী, বি পি এম, কমরেড সুমন্ত দেওয়ান কে জনৈক  রাজনৈতিক দলের কর্মী একটি সেভিংস একাউন্ট থেকে 40000 টাকা পেমেন্ট দিতে বলে। অথচ ওই একাউন্ট থেকে কিছুদিন  আগে সমপরিমাণ টাকা তুলে নেওয়া হয়েছিল, যখন অন্য একজন বি পি এম ছিলেন, যিনি কয়েকদিন আগে প্রয়াত হয়েছেন। স্বভাবত তিনি টাকা দিতে অপাড়ক বলায় তার উপরে চড়াও হয়। কিছুক্ষণ এর মধ্যে আরো চার পাঁচটি বাইক এ আরো বেশকিছু দুষ্কৃতীরা এসে জোর করে গ্রামের তৃণমূলের পার্টি অফিস এ নিয়ে যায় এবং স্থানীয় নেতৃত্বের উপস্থিতিতে  তাকে পার্টি অফিসের মধ্যে  নৃশংস ভাবে মারধর করে। পাড়া ও পরিবার এর লোকজন তাকে উদ্ধার করে রাতেই 25 কিলোমিটার দূরে মেদিনীপুর মেডিকেল কলেজ এ ভর্তি করে। আপাতত তিনি বিপদ মুক্ত।
এই রকম এক ভয়ানক জঙ্গলের রাজত্বে আমরা বাস করছি, যেখানে সরকারি প্রতিষ্ঠান বা কর্মচারীদের কোনো ন্যূনতম নিরাপত্যা নেই। লুম্পেন বাহিনী আজ রাজ্যের প্রকৃত নিয়ন্ত্রক। সরকার, প্রশাসন সবকিছু নিয়ন্ত্রণ করছে দুষ্কৃতীরা। কেন্দ্রীয় সরকারের দপ্তর হলেও এখানকার ডাকপ্রাসাসক রা আজ কার্যত ঠুত জগন্নাথ হয়ে রয়েছেন। দপ্তর ও কর্মচারীদের প্রতি নূন্যতম দায়িত্ব তারা পালন করতে ব্যর্থ। এর বিরুদ্ধে আমাদের কর্মচারিসমাজ কে গর্জে উঠতে হবে।
পশ্চিমবাংলা র পোস্টাল কো অর্ডিনেশন কমিটি র আহ্বানে আগামী 8.10.18, সোমবার প্রতিটি বিভাগ ও ইউনিট এ টিফিনের সময় বা বিকেলে ব্যাপক কর্মচারী দের জামায়েত করে যৌথ ভাবে বিক্ষোভসভা সংগঠিত করতে হবে এবং রেজুলেশন গ্রহণ করে পাঠাতে হবে। রেজুলেশন এর কপি রবি বারের মধ্যে সার্কেল ইউনিয়নের ওয়েবসাইট এ দেওয়া হবে।

Sub: -  Undue and arbitrary delay in considering the staff problems pertaining to Group ‘C’

Sir,

This union is constrained to bring it to your kind notice that despite various correspondences and discussions, there is not even an inch improvement in major problems pertaining to the Group ‘C’ cadre. Even the assured items in the earlier meetings have not been resolved till now.

Many issues raised by this union remain unsettled over years together. The Central Working committee meeting of this union held at Patna on 26.02.2018 & 27.02.2018, after thread bare discussions has resolved to submit the details of pending issues to your kind notice for immediate settlement and in the event of non-settlement, it was decided organize action programme culminating to direct action shortly.

The issues in which there is no settlement or improvement so far are compiled in the form of charter of demands is enclosed along with this letter.

It is pertinent to say that we have been forced to launch programme of action despite the fact that we intend peace and amity purely due to the lethargic and protracted delay in disposal of staff grievances and demands by the Directorate.

It is requested to intervene and settle the problems contained in the Charters to ensure industrial peace and tranquility.

CHARTER OF DEMAND

1.      (a) Fill up all vacant posts of PA Cadre

      (b) Fill up all vacant posts of HSG-I, HSG-II before implementation of cadre restructuring after giving one time relaxation in recruitment rules.

2.      Implement CSI after RICT and after developing proper infrastructure.

3.      Stop harassment and victimization under contributory negligence factor, trade union

victimization, in the name of implementation of new schemes and to achieve unscientific target.

4.      Stop outsourcing, privatization and contractorization.

5.      Declare result of membership verification.

PROGRAMME OF ACTION

1.      Lunch hour demonstration on 12th& 13thMarch 2018.

2.      Black Badge wearing on 20th& 21st March 2018 containing demands.

3.      Mass Dharna in front of all Chief PMGs offices on 25th April 2018.

4.      Indefinite Strike – Date will be announced later with consultation to NFPE.

Sub: - Consideration of “Good” benchmark as “Very Good” for grant of financial upgradation under MACP before 25.07.2016.

Sir,

            As you are aware that based on recommendations of the 7th CPC, the benchmark for grant of MACPs has been enhanced from “Good” to “Very Good” w.e.f. 25.07.2016. For grant of MACP, 3 years APARs are taken in to consideration. This step has debarred so many officials from the financial upgradation.

            Since the earlier “Good” benchmark was applicable up to 25.07.2016, the employees having “Good” grading in their APARs for the previous three years have no reason to be debarred. There is every justification to consider the employees having “Good” benchmark for the previous three years i.e. 2014-15, 2015-16 & 2016-17 for financial upgradation under MACP.

It is therefore requested to kindly cause suitable instruction in this regard so that the eligible officials may get financial upgradation who have been debarred because of enhancement of benchmark w.e.f 25.07.2016.

A positive and early action is highly solicited.

FOR SETTLEMENT OF

10 POINTS CHARTER OF DEMANDS

1.    Filling up of all vacant posts in all cadres of Department of Posts i.e. PA, SA, Postmen, Mailguard, Mailmen, MTS, PACO, PASBCO, Postal Accounts and GDS.

2.    Implementation of positive recommendations of GDS committee Report. Grant of Civil Servant status to GDS

3.    Membership verification of GDS and declaration of result of regular employees membership verification.

4.    Stop all types of harassment and victimization in the name of new schemes and technology induction and under contributory negligence factor and Trade Union victimization.

5.    Payment of Revised wages and arrears to the casual, part-time, contingent employees and daily rated mazdoors as per 6th& 7th CPC and settle other issues of casual labourers.

6.    Stop Privatization, Contractorization and outsourcing.

7.    Implement cadre Restructuring for leftout categories i.e. RMS, MMS, PACO, PASBCO, Postmaster Cadre Postal Accounts etc. and accept the modifications suggested by Federation before implementation of cadre restructuring in Postal Group ‘C’.

8.    Provision of CGHS facilities to Postal Pensioners also as recommended by 7thCPC.

9.    Withdraw NPS (Contributory Pension Scheme). Guarantee 50% of last pay drawn as minimum pension.

10. Implement five days week working for operative staff in the Postal department.

STRIKE DECISION OF 23rdAUGUST STANDS


            NFPE FEDERAL SECRETARIAT MEETING WAS HELD AT NFPE OFFICE  NORTH AVENUE  POST OFFICE BUILDING , NEW DELHI-110 001  TODAY 0N DATED 21st AUGUST-2017 UNDER THE PRESIDENTSHIP OF COM. GIRIRAJ SINGH , PRESIDENT NFPE.

            ALL GENERAL SECRETARIES AND AVAILABLE NFPE OFFICE BEARERS AT DELHI HQ ATTENDED THE MEETING. THE FEDERAL SECRETARIAT DISCUSSED THE ISSUES RELATED TO THE STRIKE IN DETAIL.

            IT WAS DECIDED UNANIMOUSLY THAT NFPE WILL GO ON STRIKE ON 23.08.2017.

Massive demonstration held at Barasat HO under Barasat Division ,WB protesting anti employees decision of Central Government regarding allowances, fitment etc of 7th Pay Commission

CENTRAL GOVT EMPLOYEES AGAIN BETRAYED BY NDA GOVERNMENT

DATE OF EFFECT FROM 01.01.2016 AND RESTORATION OF RATE OF HRA DENIED.
HOLD NATIONWIDE PROTEST DEMONSTRATIONS IN FRONT OF ALL OFFICES .

NDA Government has once again betrayed the entire Central Government Employees. The demand of the employees to restore HRA to 30 , 20 and 10% is denied. Date of effect for allowances is fixed as 01.07.2017 denying 18 months arrears. The BJP led NDA Government deliberately delayed the decision on Allowances to deny the legitimate right of the employees. The assurance given by Cabinet Ministers regarding increase in Minimum Pay and Fitment Formula is also not honoured till date. NDA Government is the worst Government as far as employees and workers are concerned.
