Regarding grant of enhanced bonus of 7000 to GDS, Com. R. N. Parashar, Secretary General, NFPE discussed with Chairman, GDS Committee, Shri Kamalesh Chandra today (29.09.2016). Chairman informed that he had recommended for payment of bonus to GDS at the enhanced calculation ceiling of Rs. 7000/- and the file returned to Postal Board. (Last time Nataraja Murthy Committee has recommended that GDS should not be paid enhanced bonus and their bonus should be reduced to 50% of the departmental employees). Now that, GDS committee has recommended 7000, Postal JCA has demanded Postal Board to issue bonus orders of GDS with calculation ceiling of 7000/- without any further delay.

Secretary General reported the communication received from the Department regarding constitution of Departmental Anomaly Committee. The following will represent NFPE in the Committee against the 5 seats allotted to NFPE. Com. R. N. Parashar (SG & GS – P3), Com. Giriraj Singh (GS-R3) Com. R. Seethalakshmi (GS-P4), Com. P. Suresh (GS-R4) Com. Pranab Bhattacharjee (Admin Union).

It is decided that all General Secretaries should submit the items to be included in the agenda of the Anomaly Committee to Com. Giriraj Singh, Secretary, JCM (DC) staff side on or before 15.10.2016. Branch/Divisional/Circle Secretaries should submit the items to their respective General Secretaries before 12.10.2016.

Important order regarding SDBS of GDS

VERY SAD NEWS.

Com.Des Raj Sharma. Ex.Dy.S.G.NFPE. and G.S. P-4 union expired on 24th September 2016 at his Delhi Residence. He was a very good organiser and fighter. His contribution towards trade union movement will ever be remembered. NFPE conveys heartfelt condolences to the bereaved family and pray eternal peace to departed soul.

GDS BONUS CEILING ENHANCEMENT CASE

Com. R. N. Parashar, Secretary General and Com. Giriraj Singh, President NFPE met Member (P) Postal services Board on 23.09.2016 and discussed the GDS bonus ceiling enhancement case. Member (P) informed that as GDS Committee is functioning it is decided that the case is to be referred to GDS Committee for favourable recommendation. Accordingly the file has been sent to Chairman, GDS Committee.

Com. R. N. Parashar, Secretary General, NFPE discussed the case with Shri. Kamlesh Chandra, Chairman, GDs Committee. Chairman assured that Committee will examine the case and give its recommendation without any delay. As Nataraja Murthy Committee has made adverse recommendations, Shri Kamlesh Chandra has told that he has to study the whole case before taking a decision. The issue will be again discussed with Chairman, GDS Committee when Secretary General, NFPE and Com. Panduranga Rao, General Secretary, AIPEU-GDS are meeting the Chairman in the first week of October 2016.

After getting recommendation of the GDS committee, the file is to be sent to Finance Ministry for approval.

HOLD PROTEST DEMONSTRATION IN FRONT OF ALL DIVISIONAL OFFICES AND CHIEF PMG OFFICES ON 3RDOCTOBER 2016

NFPE National Secretariat calls upon all Branch/Divisional/Circle Unions and Co-ordinating Committees to hold protest demonstrations in front of all Divisional offices and Circle offices on 3rd October 2016, protesting against the abnormal delay in granting enhanced bonus to GDs and also demanding immediate issuing orders for payment of enhanced bonus for the year 2014-15.

ORDER OF 19.9.16 REGARDING LTC

OFFICE MEMORANDUM

Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by air to visit NER, J&K and A&N.

The undersigned is directed to refer to this Department’s O.M. of even no. dated 09.09.2016 on the subject noted above regarding extension of the scheme to travel by air to North East Region (NER) , Jammu and Kashmir (J&K) and Andaman & Nicobar Islands (A&N). As clarifications have been sought from many quarters, it is clarified that the following schemes have been extended for a further period of two years, w.e.f. 26th September, 2016:

(i) LTC for visiting NER, J&K and A&N in lieu of a Home Town LTC.

(ii) Facility of air journey to non-entitled government servants for visiting NER, J&K and A&N.

(iii) Permission to undertake journey to Jammu and Kashmir by private airline.

2. The above special dispensation is subject to the following terms & conditions:

(i) All eligible Government servants may avail LTC to visit any place in NER/ A&N/ J&K against the conversion of their one Home Town LTC in a four year block.

(ii) Government servants whose Home Town and Headquarters/place of posting are the same are not allowed the conversion.

(iii) Fresh Recruits are allowed conversion of one of the three Home Town LTCs in a block of four years applicable to them.

(iv) Government servants entitled to travel by air can avail this LTC from their Headquarters in Economy class at LTC-80 fare or less. While travelling to North-East region and Port Blair, journey has to be performed by Air India only. However, while availing LTC to Jammu & Kashmir, service of any airlines may be availed.

(v) Government servants not entitled to travel by air are allowed to travel by air in the following sectors:

(a) Between Kolkata/ Guwahati and any place in NER by Air India only in Economy class at LTC-80 fare or less.
(b) Between Kolkata/ Chennai/ Bhubaneswar and Port Blair by Air India only in Economy class at LTC-80 fare or less.
(c) Between Delhi / Amritsar and any place in J&K by any airlines in Economy class at LTC-80 fare or less.

Journey for these non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar/ Delhi/ Amritsar will have to be undertaken as per their entitlement.

(vi) Air travel by non-entitled officers to NER, J&K and A&N is allowed whether they avail the normal anywhere in India LTC or in lieu of the Home Town LTC as permitted.

(vii) Air Tickets are to be purchased directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/s Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT’s O.M. No. 31011/6/2002- Estt.(A) dated 02.12.2009) while undertaking LTC journey. Booking of tickets through other agencies is not permitted.

3. Efforts should be made by the Government servants to book the air tickets at the cheapest fare possible. All the Ministries/ Departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. In order to keep a check on any kind of misuse of LTC, Ministries/ Departments are advised to randomly get some of the air tickets submitted by the officials verified from the Airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.

DoP plans to recruit around 55,000 GDSs through online mode in November: B.V Sudhakar

The Departments of Posts plans to recruit around 55,000 Grameen Dak Sevaks through online mode in November, B.V Sudhakar, Secretary, Department of Posts, said.

Addressing a Press Conference here on Friday, Sudhakar informed that the software required for online recruitment is at the testing stage and the online method will ensure transparency in this recruitment.

In order to address the grievances of the postal customers, the National Service Call Centre - 1924 - was launched on September 12, 2016. Customers can call from any network to this number and they will be given a unique 11-digit ticket ID to check the status of their complaint. Nearly 98 per cent grievances and complaints were resolved, he said in a statement.

Post Payment Bank

Explaining about the Post Payment Bank, he said the focus will be on Government to customer services by providing services like Direct Benefits Transfer, which could also be helpful in the financial inclusion. There will be no lending to the customers and deposits can be made up to Rs. 1 lakh.

Total 650 branches of post payment bank will be set up by May 2017 and nearly one lakh employees will work on this set up, he added.

Solar power

Sudhakar also informed to harness solar power, 4000 Postal buildings across country will utilize solar power in the coming days. To start with Postal Department headquarters at New Delhi will install Solar Power panels which can save up to Rs. 17 lakh of monthly power bill.

The business across Postal services registered growth with 3.8% growth in unregistered postal traffic, 6% in registered posts, 7.3% in Speed Post, 6.8% in savings banks mobilization and 25% growth in Philately, during 2015-16 as against 2014-15, he said.

Postal Department achieved business of Rs. 14, 900 crore as against planned target of Rs. 14, 600 crore, he added.

ENHANCEMENT OF CEILING OF BONUS TO GDS

 

            Today on dated 16-09.2016, Com. R.N. Parashar, Secretary General NFPE met DDG (Estt) Shri S.K. Dashora and enquired about the progress of enhancement of Bonus Ceiling of GDS.

 

           Shri Dashora intimated that the matter is in process. File has been sent to JS&FA and after approval from him will be sent to Finance Ministry for sanction.

 

           NFPE is trying its best to get the ceiling of Bonus raised for GDS as early as possible

Sub:- Grant of Bonus to GDS with revised ceiling @ Rs.7000- from 2014-15 – Req – Reg.

The Govt of India, Ministry of Finance issued order on revised ceiling limit of PLB from Rs.3500- to Rs.7000- from the year 2014-15 (OM dated 29-08-2016) to all Central Govt. Employees. It is apparent to note that the calculation of  Productivity Linked Bonus  for the year 2014-15 with revised ceiling limit @ Rs.7000-to regular departmental employees in the Department of Posts  has been granted vide Lr.dated 02-09-2016 and the arrears have also been drawn in favour of the regular employees.

In case of 3 lakh GDS, the applicability of revised ceiling limit @Rs.7000- is yet to be finalizied by the Department and the file is under pending disposal.

Hence it is requesting our Hon’ble Secretary, Department of Posts to expedite action to grant Bonus to 3 lakh Gramin Dak Sevaks with revised ceiling @ Rs.7000- from 2014-15 prospectively.
