LTC to neighboring countries : Ministry of Civil Aviation nods.

The civil aviation ministry has given its nod to a proposal to provide leave travel concession for government employees to Nepal, Bhutan, Maldives and Sri Lanka to boost tourism in the region.
A senior official in the ministry confirming the development said, “The move is intended to boost tourism within SAARC (South Asian Association for Regional Cooperation) countries. Pakistan and Bangladesh has been left out for now because of security issues.”
The approval from the ministry of civil aviation was required so that the LTC can be availed of on national carrier Air India while flying to these countries.

Travel by Premium Trains on LTC - Clarification - orders issued by DoPT on 27.1.2015

"travel by Premium Trains is not permissible on LTC. Hence, the fare charged by the Indian Railways for the journey(s) performed by Premium trains shall not be reimbursable for the purpose of LTC."

Subject: Travel by Premium Trains on LTC- Clarification reg.

The undersigned is directed to say that several references are received by this Department from various Ministry / Departments seeking clarification regarding admissibility of travel by Premium Trains run by Indian Railways while availing of LTC.

2. The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it has been decided that travel by Premium Trains is not permissible on LTC. Hence, the fare charged by the Indian Railways for the journey(s) performed by Premium trains shall not be reimbursable for the purpose of LTC. Cases where LTC travel in such Premium Trains has already been undertaken by the Central Government Employees, the train fare may be reimbursed restricting it to the admissible normal fare for the entitled class of train travel or the actual fare paid, whichever is less.

CCS (Conduct) Rules – Filing of annual Immovable Property Returns – Dopt Orders 2015

Subject: Central Civil Services (Conduct) Rules, 1964 — Filing of annual Immovable Property Returns – regarding

The undersigned is directed to state that as per various notifications issued by this Department, relating to the Public Servants (Furnishing of Information and Annual Returns of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) under the Lokpal and Lokayuktas Act, 2013, the public servant who has filed declaration, information and annual returns of property under the provision of the rules applicable to such public servant, should file the declaration, information and return indicating his/her assets and liabilities, as on 01.08.2014, to the competent authority on or before, 30.04.2015. The notifications are available on the Department’s website at http://persmin.gov.in/Lokpal HomePage From CCIS.asp.


2. The Central Civil Services (Conduct) Rules, 1964, are being amended to align them with the Lokpal and Lokayuktas Act, 2013. Presently, as per the Rule 18(1)(ii) of the Central Civil Services (Conduct) Rules, 1964, every Government servant belonging to any service or holding any post included in Group ‘A’ and Group ‘B’ is required to submit an annual return regarding the immovable property inherited/owned/ acquired/ held on lease or mortgage either in his own name or in the name of any family member or in the name of any other person.

3. It has, inter-alia, been clarified by this Department vide Office Memorandum No. 407/12/2014-AVD-IV(B) dated 13.01.2015 that the requirement of filing returns regarding assets and liabilities under the Lokpal Act is in addition to, and not in supersession of the requirement of filing similar returns under the existing Conduct Rules. In view of this, all Government Servants may be directed as follows:

(i) The annual Immovable Property Return, as on 31.12.2014, under the existing CCS(Conduct) Rules, 1964 is required to be filed on or before 31.01.2015;

(ii) The first return under the Lokpal Act (as on 01.08.2014) should be filed on or before 30.04.2015; and

(iii) The next annual return under the Lokpal Act, for the year ending 31.03.2015 should be filed on or before 31.07.2015.

4. It is, therefore, requested that all concerned may be suitably advised to file the Immovable Property Returns (IPRs) and the return under the Lokpal Act as per the dates indicated above, Further, in accordance with the instruction contained in this Department’s Office Memorandum No. 11013/3/2011-Estt.A dated 11.04.2011, IPRs (to be submitted by 31 st January of each year) shall be placed in public domain by 31 st March of that year. A compliance report in respect of the IPRs filed by Group ‘A’ Officers of the Central Civil Services, as on 31.01.2015, may please be furnished to this Department by 30.04.2015.

5. Similar action may kindly be taken by the authorities controlling services not covered by the Central Civil Services (Conduct) Rules, 1964.

Bypass RBI, create India Post Bank through law, PM's task force to tell govt

A task force set up by Prime Minister Narendra Modi to review the operations of India's postal department has mooted the creation of a full-fledged Postal bank.
 
The panel is headed by former cabinet secretary, TSR Subramanian and comprising of experts that includes former Infosys board member TV Mohandas Pai,
 
The recommendations will be submitted to the government soon, according to a government official in the know of the development. In fact, the task force has recommended to launch the proposed Post bank through an Act of the Parliament and not by approaching the Reserve Bank of India (RBI).
 
"The task force has is not in favour of permitting India Post to run a payments bank but wants the department to run a full-fledged commercial bank, which it believe will help push the cause of financial inclusion in the country," the official said.
 
An announcement in this regard is likely to be made as early as Thursdayat Dak Bhavan, the headquarters of department of postal services in Delhi, the official said.
 
The task force, set up in August, has also made several other recommendations to leverage the vast network of India Post and its local knowledge across regions in India, the official said.
 
For India Post, which has been cherishing the dream of becoming a bank, the Subramanian panel recommendation will be a huge boostforits demand for a full service banking permit.
 
The Postal department, which was among the 25 contenders for a full service banking licence last year, didn't get into the final list since the UPA government at the time wasn't keen on backingthe move and refused to provide the department with the minimum capital required to set up a commercial bank.
 
Last year, while issuing licenses to IDFC and Bandhan, the RBI had observed that India Post can be given banking licence if government, technically the promoter of the proposed Post bank, gives its nod.
 
India Post has argued that the department's entry to banking can contribute massively to the cause of financial inclusion, or the process of spreading banking services to the unbanked population of the country, using its vast network of 1,55,000 post offices.
 
Of its total network, about 1,39,040 post offices are in rural areas. Going by a 2011 estimate of the postal department, about 6,000 people are covered on average by post-offices in rural areas and about 24,000 in urban areas.
 
Through its various saving schemes, Postal department handles deposits to the tune of Rs 6,00,000 crore.
 
As Firstbiz noted earlier, India Post's entry into banking can be game changer in rural banking given the massive reach of Post in the far-flung areas of the country and local knowledge.
 
The department has already commenced the process of linkingall its branches through technology, besides setting up ATMs across the country.
 
The development has come at a time the RBI is opening up the banking sector to differentiated banks or banks with specific areas of focus such as payments banks and small banks. Payment banks can engage in accepting small deposits, offer ATM/debit cards, payments and remittance services through various channels. They can also offer financial products like mutual fund units and insurance products.
 
Small finance banks, on the other hand, are almost like full service commercial banks. However, these banks cannot engage in large value transactions since 75 percent of their loans must be lent to the so-called priority sector. For existing banks, this requirement is 40 percent. Also, at least 50 percent of their loan portfolio should constitute loans and advances of up to Rs 25 lakh.
 
India Post, however, is not keen to set up a small bank or payments bank and, instead, wants a full service banking licence, the official quoted earlier said.

Task Force proposes to divide India Post into five biz verticals


Prime Minister Narendra Modi is expected to review a report on the revival of India Post soon.

Official sources said that Minister for Communications and Information Technology Ravi Shankar Prasad has approved the task force report and will submit it to the prime minister for a review.

The task force had submitted its report to Prasad in December, recommending division of India Post into five verticals, including one each for banking, insurance and e-commerce, with India Post being the holding company.

“The minister is expected to meet the prime minister on Wednesday for an in-principle approval. The task force has highlighted priority areas, which would give a fillip to our postal department,” an official told BusinessLine.

The Centre is also investing ₹5,000 crore for IT modernisation in India Post.

He said priority tasks include providing banking and insurance services to the public and making e-commerce companies such as Amazon, Flipkart and Snapdeal use India Post’s services.

“The main purpose is to utilise the network in line with the Prime Minister’s vision of reaching rural areas for financial services through innovation and digital connectivity instead of mere postal services,” the official added.

The task force, chaired by former Cabinet Secretary TSR Subramanian, was set up by the Prime Minister last year.

The idea was to leverage India Post’s wide reach across India.

Snapdeal has already partnered with India Post to work on bringing thousands of weavers and artisans from Varanasi on its website. The online company has launched a pilot with India Post to set up facilitation desks at Varanasi post offices to enable local weavers to sell their products on its platform.

In the coming months, if the AICPIN value remains at 253 or 1 to 4 point increase or decrease based (249 to 257) then we may get up to 6% DA increase i.e. 113%.below 249 for example(incase 248) 5 point decrease only get 5% DA

Presently, the value of AICPIN for the month of november has been released. The value remains at 253 points. When compared to the AICPIN value of October, the present value has not gone up or down and remains constant.
To calculate the DA for Jan 2015 accurately, we need the AICPIN value for the next one months. However, we only have the AICPIN value for five months now. In the coming months, if the AICPIN value remains at 253 or 1 to 4 point increase or decrease based (249 to 257) then we may get up to 6% DA increase i.e. 113%.below 249 for example(incase 248) 5 point decrease only get 5% DA
