      The All India Unions of AIPEU Postman & MSE/Gr.D, AIPEU GDS (NFPE) & NUPE P-IV filed a case in Principle CAT, Delhi (during May 2012) praying not to abolish the vacant posts (DR) of Postman & Gr.D (MTS) of the years 2005, 2006, 2007 & 2008. The Pr. CAT issued stay orders (in OA No.1736/2013) on the issue and now the Department of Posts issued orders to all Chief Postmasters General to keep the orders in abeyance on abolition of posts in the circles.

SUNDARBAN CONVENTION AND BASIRHAT ZONAL CULTURAL COMPETITION

Sundarban convention organised by group of NFPE ,Barasat Division will be held on 16th February, 2014 at Hasnabad Post Office at 10 am. A preparatory committee has been formed and collection through qupon from the employees and also customer have already been started at Basirhat zone.
             All the members of Divisional four unions of NFPE will participate the said Convention.
Another programme, a cultural competition among the staffs and their family members of Basirhat zone will be held on 16th March,2014 at Basirhat HO. A bulletin in detail will be published very soon.

             All  the members of NFPE are requested to take efforts, so that above both the programme will be success.

Ten days practical and theoretical training of newly selected Postmen will be started from 6th January, 2014 at their allotted following units.After completion of the said training, they will join in Postman posts as ordered by their unit heads.

25th Biennial All India Conference of AIPEU Postman&MTS/Gr.D – Cuttack (Orissa)



All India Postal Employees Union – Postman & MTS/Gr.D  25th ( Silver Jubilee)All India Conference is being held at Cuttack for three days;  29th 30th & 31st of December 2013.

colorful and big rally was conducted along the streets of Cuttack town from GPO to the Venue of the Conference with the participation of hundreds of comrades with red flags and slogan shouting. The rally led by Com.R.N.Dhal, Com.D.B.Mohanthy, Com.R.C.Mishra, Com.N.C.Singh  with the participation of NFPE leadership, General Secretaries and many other leaders of Orissa. Many organizations of Orissa offered their floral greetings to the participants and the rally.

At the venue, National flag hoisted by Shri Jagannath Patnaik, Chairman, Reception Committee, NFPE flag  by Com.M.Krishnan, Secretary General, NFPE, AIPEU flag by Com.SK.Humayun, All India President and all the invitees  Com.Basudeva Acharya, Hon’ble M.P., Com.Janardhan Pathi, CITU and all the leaders paid their homage to the martyrs column with floral tributes.

Comrades of Orissa welcomed all the Invitees, delegates with their cultural &  traditional song to the city of Cuttack for the success of this Silver Jubilee conference.
Com.D.B.Mohanty, General Secretary, Reception Committee welcomed the Chief Guests, Invitees,   Leaders, Delegates, Visitors to the session.

Com.Jagannath Patnaik , Chairman, Reception Committee made the welcome speech and invited all the participants to made the conference a grand success.

Com.Basudeva Acharya, Hon’ble Member of Parliament inaugurated the Silver Jubilee Conference by giving a valuable message on the policies of the Govt. and emphasized the significance of Postal trade union movement to safeguard the Govt Sector.

Shri S.J.Tilak De, Hon’ble Chief Postmaster General, Orissa Circle & Shri P.K.Bisoi, Postmaster General, Berhampur were attended as Chief guests for the session.

Com.Janardhan Pati, Vice President, CITU, Orissa, Com.R.N.Malik, Convener, Shramik Ekta, Orissa, Com.M.Krishnan, Secretary General, NFPE were addressed the session. Reception Committee honoured all the Guests & Leaders by covering shawl and presenting the AIC mementos.

HUNGER FAST IN DELHI DEMANDING PART TIME ISSEU.

Hunger fast in front of Directorate

Postal JCA decided to conduct Hunger fast in front of Dak Bhawan, New Delhi on 5th February 2014.

Secretary Generals of NFPE and FNPO and all General Secretaries of affiliated/Associations/Unions will sit on hunger fast in front of Directorate protesting against the abnormal delay and demanding immediate wage revision w.e.f. 01.01.2006 and also regularization.

JOINING OF NEWLY SELECTED PA/SA-- REGARDING

Concerned file of the reallotted  PAs has been called on 24-12-13 by Barasat Division to the Divisions where they were allotted first. After receiving the same, further proceeding will be started at this end.

A family picnic of Barasat  Postal Recreation Club held today at Swarupnagar, in side of river Ichamati. 71 members participated in the picnic and they are very happy for enjoying a Sunday.

SUCESSFULL DEMONOSTRATION PROGRAMME

Demonostration programme organised by group of NFPE , Barasat Division was held sucessfully on 19-12-13 at Barasat Divisional office from 2 pm. to 6 pm. Secretaries and other leaders of Dvnl.Unions deliberated their speech in the programme. A memorandum of 15 point charter of demands was submitted to the ASPOs (HQ).

IMPORTANT INFORMATION FOR TREATMENT OF CGHS BENEFICIARIES

GUIDELINES FOR CGHS BENEFICIARIES - DAPWA

Central Govt. Health Scheme is a boon for Central Govt. pensioners in the twilight year of their lives since the cost of Medical care has reached the seventh haven and affording treatment for diseases and other ailments has gone out of reach of the pensioners.

In order to dispel some doubts prevalent amongst beneficiaries of the scheme an effort has been made to provide some guidelines for the benefit of the members.

EUGIBILITY
Central Govt. pensioners their spouses, dependent sons. below 25 years of age, daughters till the date of marriage or the date from which they start earning and dependent parents are eligible. Disabled Sons with 40% or more disability are also eligible even beyond the age of 25 years.

RATES OF CONTRIBUTION AND ENTITLEMENT FOR WARD/PRIVATE ROOM
Rate of contribution to the scheme is based on the grade pay appropriate to the scale of 
pay prescribed by 6th CPC whereas the entitlement for hospital accommodation for Indoor 
treatment is determined with reference to Basic Pay/Pension.

RATES FOR MEDICAL PROCEDURES
Rates for medical procedures, tests/investigations carried Out by NABL, Non-NABL hospitals and diagnostic laboratories are prescribed by Govt. from time to time.

ISSUE OF CGHS CARDS
Persons retiring from offices/establishments, located in CGHS covered areas, will be issued CGHS cards on the day of retirement, if they opt for CGHS coverage after retirement. Pensioner residing in Non-CGHS covered areas can also enroll themselves and eligible family members in the Weliness Centers nearest to their place of residence or any Wellness Centre by submitting application along with necessary documents to Addl/Jt. Director of the area. CGHS cards can also be issued to pensioners for indoor treatment only while they can continue to draw F.M.A.

VALIDITY
Plastic Card and CGHS token cards are valid for obtaining treatment at Wellness Centers throughout India.

INDOOR TREATMENT
Indoor treatment is provided to the beneficiaries in any of the empanelled hospitals on the recommendation of CMO Incharge. Depending upon the nature of treatment required the patient is referred to the hospital registered for the specific treatment viz. cardio, ortho, eye, general purpose etc.

EMERGENCY TREATMENT
In case of medical emergency beneficiaries and eligible members may obtain indoor treatment from any Govt./Recognized, Private Hospital approved under CSMA rules besides empanelled hospitals without recommendation of the CMO Incharge. Reimbursement for treatment in Private/Govt. Hospitals will be subject to CGHS approved rates.

DIAGNOSTIC TEST
Patients referred to Govt. Hospitals/Institutes for OPD Treatment can undertake diagnostic tests/investigations at the empanelled laboratories/centers, if recommended by the hospital, directly without reverting to Wellness centre for permission. It may be ensured in such cases that the hospital prescription slip is signed by the assistant professor / specialist of the hospital.

NOTE :- Please do carry your token card / plastic card while attending Wellness Centre, Collecting indented medicines, attending empanelled hospitals / labs / diagnostic centers.

Hon’ble Supreme Court of India has ordered the Delhi High Court to decide the prayer of NFPE & AIPEU-GDS (NFPE) in writ petition No. 1003 of 2013 to treat the three lakhs Gramin Dak Sevaks as civil servants for all purposes at par with other regular employees as per 1977 SC Judgment & to quash the GDS (Conduct & Engagement) Rules 2011.

This is a TURNING POINT IN THE HISTORY OF GDS

NFPE & AIPEU-GDS (NFPE) DID IT

FINAL LEGAL BATTLE HAS BEGUN

We shall fight for GDS both legally and organizationally

            This is a Writ Petition  filed  under  Article  32  of  the      Constitution of India by the National Federation of  Postal Employees and All India Postal Employees Union GDS (NEPE). The principal prayers in the Writ Petition are, (one) that a  direction  be  issued  to  the respondent to treat the Gramin Dak Sevaks as Civil  Servants  for  all purposes at par with the other regular members of the civil services and regular employees in relation to all service matters including the pension and all retiral benefits,  and (two) the Department of  Posts, Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011 be declared invalid and unconstitutional.

2.         Having regard to the controversy raised in the  matter, we are satisfied that the grievance of the petitioners can be adequately considered by the High Court under Article 226 of the Constitution  of India.

3.         Since about three lakh persons serving as Extra Departmental Agents (Dak  Sevaks)  are  concerned  about  the subject matter and they are spread all over the country, we are satisfied that to avoid multiplicity of proceedings  in  different  High  Courts,  it would be appropriate that the matter is considered by one High Court.

4.         We, accordingly, transfer this Writ Petition to the Delhi High Court for consideration.

5.         The Registry shall transmit the record and  proceedings of  the Writ Petition to the Delhi High Court.

6.         Upon receipt of the record  and  proceedings of the Writ Petition, the Registry of the Delhi High Court shall register the Writ Petition and proceed with the matter accordingly.

7.         So far as this Court is concerned, Writ Petition stands disposed of.

DEMONSTRATION AT BARASAT DIVISIONAL OFFICE FROM 2.00 TO 6.00 PM ON 19-12-13

Joint programme of demonstration called by Group of NFPE of Barasat Division will be held on 19-12-13 (Thursday) in front of Superintendent Office, Barasat from 2 pm. to 6 pm.demanding the followings.

MODIFIED CHARTER OF DEMANDS OF CONFEDERATION

1.      Accept the terms of reference of 7th CPC, submitted by the staff side, National Council JCM.
(a)      To examine the existing structure of pay, allowances and other benefits/facilities, retirement benefits like Pension, Gratuity, other terminal benefits of various categories of Central Government Employees including Gramin Dak Sevaks (GDS) of Postal Department.
(b)      To work out the comprehensive revised pay packet for the categories of Central Government employees including GDS as on 1.1.2014.
(c)       The Commission shall determine the pay structure, benefits, facilities, retirement benefits etc. taking into account the need to provide minimum wage with reference to the recommendation of the 15th Indian Labour Conference (1957) and the subsequent judicial pronouncement of the honorable Supreme Court there-on, as on 1.1.2014.
(d)      To determine the Interim Relief needed to be sanctioned immediately to the Central Government employees including GDS.
(e)       To determine the percentage of Dearness allowance/Dearness Relief immediately to be merged with Pay and pension including GDS.
(f)        To settle the anomalies raised in various fora of JCM.                                                     
(g)      To work out the improvements needed to the existing  retirement benefits, like pension, death cum retirement gratuity, family  pension and other terminal or recurring  benefits maintaining parity amongst past, present and future pensioners and family pensioners including those who entered service on or after 1.1.2004.
(h)      To recommend methods for providing cashless/hassle-free Medicare facilities to the employees and Pensioners including Postal pensioners.

2.      Ensure every five year revision of wages of Central Government Employees in future.
3.      (a) Regularisation of Gramin Dak Sevaks of the Postal Department and grant of Civil Servant status, statutory pension and all other benefits at par with regular employees.
(b) Regularisation and revision of wages of casual and contract workers.
4.      Compassionate appointment – removal of restrictions imposed by Government.
5.      JCM and Anomaly Committee Functioning.
6.      Fill up all vacant posts including GDS and creation of new posts wherever justified.
7.      Stop downsizing, outsourcing, contractorisation and privatization of Government functions.
8.      Stop the move to introduce performance related Pay (PRP) system, Extend PLB Bonus for all, removing bonus ceiling.
9.      Revise OTA and Night Duty Allowance rates and clothing rates.
10.  Implement arbitration awards.
11.  Five promotions to all.
12.  Rescind the PFRDA Act. Ensure statutory Pension for all.
13.  Stop price rise. Revive and extend public distribution system for all.
14.  Stop trade Union victimization.
15.  Ensure Right to strike.
