9.    Withdraw NPS (Contributory Pension Scheme). Guarantee 50% of last pay drawn as minimum pension.

10. Implement five days week working for operative staff in the Postal department.

            NFPE FEDERAL SECRETARIAT MEETING WAS HELD AT NFPE OFFICE  NORTH AVENUE  POST OFFICE BUILDING , NEW DELHI-110 001  TODAY 0N DATED 21st AUGUST-2017 UNDER THE PRESIDENTSHIP OF COM. GIRIRAJ SINGH , PRESIDENT NFPE.

            ALL GENERAL SECRETARIES AND AVAILABLE NFPE OFFICE BEARERS AT DELHI HQ ATTENDED THE MEETING. THE FEDERAL SECRETARIAT DISCUSSED THE ISSUES RELATED TO THE STRIKE IN DETAIL.

NDA Government has once again betrayed the entire Central Government Employees. The demand of the employees to restore HRA to 30 , 20 and 10% is denied. Date of effect for allowances is fixed as 01.07.2017 denying 18 months arrears. The BJP led NDA Government deliberately delayed the decision on Allowances to deny the legitimate right of the employees. The assurance given by Cabinet Ministers regarding increase in Minimum Pay and Fitment Formula is also not honoured till date. NDA Government is the worst Government as far as employees and workers are concerned.

Dear Comrades,

As you are aware that for the last two years so many burning issues related to Postal, RMS and GDS employees are lying unsettled at the level of Directorate. We have discussed these issues several times with Secretary, Post and other higher officers of the Department in formal and informal meetings, but we are highly regretted to inform that there is no improvement in any matter.

NFPE Federal Executive Meeting held on 12.05.2017 has reviewed the whole situation in detail and after threadbare discussion, the following agitational programme has been decided for the below mentioned 10 points charter of Demand.

As per decision of Federal Executive we wanted to launch this agitational programme under banner of PJCA. We tried our best to convince the FNPO leadership to join but they are not agreed. So we have decided to launch the programme under banner of NFPE.

AGITATIONAL PROGRAMME

Phase- I           – Mass Dharna in front of all Divisional offices.

Date -              -  20.06.2017

Phase – II        - Mass Dharna in front of all Circle/Regional offices.

Date –             - 12.07.2017

Phase – III       - Mass dharna in front of Postal Directorate, Dak Bhawan, New Delhi.

Date –                         - 26.07.2017

Phase IV          - One day nationwide strike on 23.08.2017 (Formal notice of the strike will be served later.)

GDS - COMPASSIONATE APPOINTMENT SCHEME - REVIEWED & REVISED

Salient features of the revised scheme :

Previous point system has been dispensed with & new scheme extended to missing GDS cases also.The scheme will come into effect from the date of issue of this letter. Applicable to pending cases also.Already settled cases will not be reopened.Scheme will not be applicable for GDS working on ad hoc / provisional basis / substitute / trainee"Dependent family member" categorized in to 7Head of the Circle will be the competent authorityApplicant should be eligible & suitable - as per the conditions prescribed for normal regular selection.Scheme will not be applicable for Notified / referred to Employment Exchange / identified for surplus / redeployment casesAge : lower age limit - 18 years and above & upper age limit relaxation vested with the powers of HoC.No relaxation in the educational qualification prescribed.No time limit for application but within a reasonable time - cases will be considered and decided with in three months.Missing GDS cases : at least two years time from the date of missing. In case of missing the compassionate engagement is not be a matter of right.Prescribed pro forma may be used for applicationSpeaking order would be issued by HoC on rejected cases.Undertaking in writing should be given by the selected candidate regarding the proper maintenance of the dependents.The power of termination of engagement on compassionate grounds are vested with HoC after selection.

Government revamps jobs on compassionate ground for Gramin Dak Sevaks 

Dependents of GDS to get benefit within 3 months 

Department of Posts has revamped the existing compassionate engagement scheme offered to the dependent family members of Gramin Dak Sevak. A GDS who dies in harness, the dependents of such GDS will benefit from a liberalized and time bound procedure for engagement on compassionate grounds. Henceforth, any death of a Gramin Dak Sevak while on engagement would be compensated by a compassionate engagement to a dependent family member irrespective of the circumstances or indigence. Upper age limit of the applicant could also be relaxed wherever found to be necessary. Thus the new scheme of compassionate engagement will provide greater relief to the members of the family of the deceased GDS who belong to weaker and poorer sections of the society and are thrown into penury and hardship. 

 

The ambit of dependent family member has also been expanded to include:

 

•Married son living with parents and dependent for livelihood on the GDS on the date of death of the GDS

 

•Divorced daughter wholly dependent on the GDS at the time of death of the GDS

 

•Daughter in law of the deceased GDS who is wholly dependent on the GDS, if the only son of the GDS is pre deceased.

 

This expansion of definition of family members aims to bring greater relief to women in our society who are subjected to difficult circumstances in the unfortunate event of demise of their spouse/parent. 

 

The present system of relative merit points to ascertain the degree of indigence has been dispensed with. Keeping in view the unique and distinct service conditions, socio economic aspects and to relieve the family from financial destitution, the time consuming process of consideration by Circle Relaxation Committee has been done away with. Henceforth, a request received for compassionate engagement would be considered and decided within three months from the date of receipt of the application. 

 

Further to ensure least displacement, it has been decided that to the extent possible, compassionate engagement would be offered to the dependent of the deceased GDS, to a GDS post near the place where the family of the deceased normally resides.

NFPE & AIPEU-GDS DECLARE

GDS MARCH TO COMMUNICATIONS MINISTER’S OFFICE (SANCHAR BHAWAN) ON 27THJULY 2017 THURSDAY 11AM AT NEW DELHI

About 5000 Gramin Dak Sevaks will march to Sanchar Bhawan (Communications Minister’s office) demanding:

1.  Immediate implementation of Positive recommendations of Kamalesh Chandra Committee Report on GDS. Grant Civil Servant Status to Gramin Dak Sevaks.

2.  Conduct GDS membership verification immediately as more than five year is over since last verification. Stop patronizing Govt. sponsored unions.

Dear Comrades,

As you are aware, the Kamalesh Chandra Committee on GDS has submitted its report to Government on 24.11.2016. Now six months are over. The report is still pending in the Postal Board. After the approval of Postal Board the report is to be approved by Communications Minister, Department of Personnel, Law Ministry, Finance Ministry and finally Cabinet.

Government is trying to delay the implementation of the report indefinitely. It will take another one year, as per the existing file movement at Directorate. The recognised GDS Union has miserably failed and called off the indefinite strike without any settlement. Both recognised GDS Union and BMS union are indirectly supporting the Government’s plan to delay the GDS committee report and are cheating the GDS employees. NFPE and AIPEU-GDS cannot allow this situation to go unchallenged.

Similarly GDS membership verification process is also indefinitely delayed, after calling for application from the unions/Association. Already five years are over after the last membership verification. The recognised GDS Union is afraid of membership verification and has given a letter to the Postal Board to postpone the membership verification. BMS Union also don’t want verification as they will not get recognition. Thus, both recognised GDS Union and BMS Union are playing with the Government and they cannot conduct any serious agitational programmes against the Government. Only NFPE & AIPEU-GDS can fight against the negative attitude of the NDA Government.

NFPE & AIPEU – GDS has decided to organize serious agitaitonal programmes on the above two GDS demands culminating in strike. Before declaring the strike date, NFPE & AIPEU-GDS has decided to organize a massive GDS March to the Communication’s Minister’s office (Sanchar Bhawan) on 27th July 2017 at 11 AM. About 5000 Gramin Dak Sevaks from all the Circles (States) will participate in the historic Sanchar Bhawan March.

NFPE & AIPEU-GDS (CHQ) calls upon the entire Postal employees, especially Gramin Dak Sevaks, to mobile maximum number of employees and make the Sanchar Bhawan March a thundering success.

We shall not rest, till GDS employees demands are settled.

Govt committed to right to privacy, WhatsApp should not 'leak' info, says SC

NEW DELHI: The Supreme Court today asked the government to ensure that 160 million Indian subscribers are not "entrapped" in any manner by service providers like WhatsApp, which is providing free services to its users. 

The government also told the apex court that it was in the process of evolving a regulatory regime on data protection which would be binding in nature. 

"State has a duty to protect the citizenry rights. Since service providers like WhatsApp and Facebook say we are giving it free, the state has to ensure that 160 million citizens who are using the service, are not entrapped in it," a five-judge Constitution Bench headed by Justice Dipak Misra said. 

The remarks by the top court came at the fag end of the day-long hearing after WhatsApp, while opposing the maintainability of the plea challenging its 2016 privacy policy, explained the nitty-gritty involved in it. 

The bench, which is hearing a challenge to the privacy policy of WhatsApp, also questioned whether the instant messaging platform can impose any condition on its users here which violated any part of the Constitution. 

While questioning the instant messaging platform why the world has "reacted" to its current privacy policy, the bench said nobody wants to share his or her data in "entirety". 

"The issue is that you (WhatsApp) have framed a policy inviting customers for the purpose of availing the service. In that sphere, can you impose any condition which violates any part of the Constitution," the bench asked WhatsApp, which was acquired by Facebook in 2014. 

"Why has the entire world, and a country like Germany, reacted to it? If it is such a laudable project, why are they reacting," the bench, also comprising Justices A K Sikri, Amitava Roy, A M Khanwilkar and M M Shantanagoudar, asked and observed, "we undertand the concept of charity". 

Senior advocate K K Venugopal, representing Facebook, told the bench that they were not sharing any sensitive or personal data and since India was shifting to digitisation, the service provided by WhatsApp was beneficial as it was end-to-end encrypted. 

"There are privacy laws in those countries. It is a matter which should be left to the government here," he said. 

Meanwhile, the Centre told the apex court, which would now hear the matter on July 21, that they were in the process of making a regulatory regime to deal with the issue. 

"At the outset, the central government is committed to freedom of choice and right to privacy of citizens. This is non-negotiable and we are committed to this," Additional Solicitor General (ASG) Tushar Mehta said, adding, "We are already in the process of doing it (regulatory regime)." 

"We are in the process of making either a statutory rule or executive guidelines, which would be binding in nature, on data protection," he told the bench. 

During the day-long hearing, Venugopal said there was no legal framework at present to deal with the issue but most of the prayers sought by the petitioners were covered under the 2011 rules of the Information Technology Act. 

"These rules have the framework, an issue which has been raised. My submission is that the petition is not maintainable," he said, adding that it was a matter of policy. 

He also said they were complying with the provisions of the rules which were in place in India. 

Senior advocate K V Vishwanathan, appearing for Internet Freedom Foundation (IFF), an intervenor in the case, said that though these rules would apply to WhatsApp and Facebook, but the entire issue, including the aspect of metadata, pending before the apex court, was not covered under it. 

"We find that the rules prescribe that there has to be a consent if you are sharing sensitive personal data. Suppose the consent is not taken effectively, what is the role of the constitutional court," the bench said and asked Venugopal,"

THIS THREE PROCESS ARE COMPLETED BY DEPARTMENT OF POST. NOW STEP BY STEP PROCESS WILL BE COMPLETE BY DEPARTMENT OF POST AS UNDER

The proposal of the implementation Committee is now being examined by the Joint Secretary & Financial Advisor (JS & FA) of the Postal Board. After JS & FA’s approval the proposal is to be approved by Secretary, Departmental of Posts. Then the file is to be submitted to the Minister, Communication for approval. Only after the approval of the Minister, Communications, the file will be submitted to Department of personnel & Training for approval and then the proposed is to be submitted to Finance Ministry and Law Ministry for approval. After completing all these process only the final proposal will be submitted to Cabinet for approval.

This it can be seen that much delay is taking place in implementation of the favourbale recommendations of the GDS Committee Report. Eventhough Secretary, Department of Posts has informed that Postal Board will take speedy action for implementation, many hurdles including Finance Ministry’s approval are to be crossed yet.

Sub: -  Payment of arrears and revised wages from 01.01.2006 in respect of Postal Casual, Part time, contingent and daily-rated mazdoors.

1.      Your kind intervention is requested to redress the following genuine grievances of the most exploited and low-paid poor casual labourers of Postal Department. They are mostly unorganized and marginalized and hence your goodself alone can do justice to them.

2.      Department of Posts issued orders on 22.01.2015 (i.e.; two years back) for payment of revised wages to casual, Part-time, contingent and daily rated mazdoors working in the Postal department with effect from 01.01.2006, consequent on revision of minimum pay of Central Govt. employees by the Govt. as per the recommendations of 6thCPC.

3.      On receipt of the Directorate orders some Chief Postmaster General (Kerala, Andhra etc.) sought clarifications on two points. (1) who is a casual labour (2) to whom Directorate orders are applicable.

4.      Directorate issued detailed clarifications as follows:

Point No. – 1 – Who is causal Labour ?

Clarification vide Directorate order No. 45.24/88-SPB-I dated 17.05.2009 re0circulated in OM No. 2-53/2011-PCC dated 17.06.2016.

“It is hereby clarified that all daily wagers working in post offices or RMS offices or in Administrative offices or PSD’s/MMS under different designations (Mazdoors, casual labourers, contingent paid staff, daily wager, daily rated mazdoors, outsiders) are to be treated as casual labourers. Those casual labourers who are engaged for a period of eight (8) hours a day should be described as “full time casual labourers” and those who are engaged for a period less than eight (8) hours a day should be described as “part-time casual labourers”. All other designations should be discontinued”.

Point No. 2 – To whom Directorate orders dated 22.01.2015 are applicable.

Clarification – vide Directorate order No. 2-53/2011-P{CC dated 05.11.2015

“the spirit of this Directorate’s OM dated 22.01.2015 is to allow revised remuneration to such full time-part time casual labourers, who have physically worked or who continue to work as such in that capacity, with no ambiguity whatsoever.”

The above two clarificatory orders issued by Directorate set at rest all the doubts regarding payment of revised wages to Casual labourers w.e.f 01.01.2006.

5.      But, we regret to inform you that, evenafter a lapse of two years the above orders are not yet implemented in many circles and divisions and eligible revised wages and arrers are not yet paid to the poor casual labouerers.

Eg: (1) Tamilnadu Circle has not yet implemented the Directorate orders dated 22.01.2015.

(2) West Bengal Circle – the order is not yet implemented in the case of casual labourers and daily rated mazdoors working in the divisions of Kolkata Metropolitian city and some other divisions.

(3) Maharashtra Circle – Nagpur Region

(4) Kerala Circle – for divisions pending.

Our representatives have discussed the case with the Circle/Regional Authorities several times but the administration is totally negative and adamant.

6.      In majority of the Circles and Divisions eventhough the revised wages are implemented, arrears for the period from 01.01.2006 is still pending. When contacted the reason stated is that funds are not revived from Directorate, eventhough Circle offices has submitted requisition for required funds to make payment of arrears.

7.      Further Directorate has already issued orders, again revising the wages of casual labourers with effect from 01.01.2016, consequent on revision of minimum pay of Central Govt. employees by the Govt. as per the recommendations of 7th CPC. The above orders is yet to be implemented in all Circles.

8.      In view of the above stated facts, it is once again requested that immediate action may be taken by the Directorate to

(a)   ensure implementation of 22.01.01.2015 orders revising the wages of casual labourers w.e.f 01.01.2006 in all the Circles/Divisions.

(b)   To allot sufficient funds for payment of arrears of wages w.e.f 01.01.2006 to all Circles.

(c)    To implement the orders revising the wages as per 7th CPC revision w.e.f 01.01.2016, in all Circles and division.

Without strict and time bound orders from Directorate, there is no chance for improvement in the present situation and the poor casual labourers will continue to be subjected to untold miseries.

USTICE FINALLY WON : - SUPREME COURT VERDICT IMPLEMENTED - PROMOTION THROUGH COMPETITIVE EXAMINATION SHOULD NOT BE COUNTED AS MACP

After having failed in CAT, Madras High court and Supreme Court, the Government finally ordered to implement the judgement in favour of Sri D.Sivakumar, Retd SPM, MMC PO, Chennai city north division who moved the court pleading that promotion through competitive examination should not be counted as MACP.

The order of CAT accepting his prayer was challenged by the Government in Madras High court and subsequently in Supreme Court. Its attempt to deny the justice was defeated by the Judiciary.

On the direction of the Directorate, the SSPOs, Chennai City north division has now issued order granting MACP lll from 1.9.2008 to the official.

The official was promoted to PA cadre from 12.11.1977 through competitive examination. He was granted TBOP on 15.11.1993( now MACP l) and granted BCR ( now MACP ll) on 1.1.2004.

MACP lll from 1.9.2008 has been granted now.

A great victory indeed after prolonged legal battle. He may be the first to put an end to the deliberate injustice of the Government.

Now from now on, we must try to extend the benefit to all the victims of injustice in MACP case.

Copy of order granting MACP III to the LGO promoted official in Chennai City North Division followed by Historic Judgement of Hon'ble Supreme Court of India is enclosed now.

আজ শুরু নয়া অর্থবর্ষ, একনজরে দেখে নেওয়া যাক বিভিন্ন পরিষেবায় কী বদল ঘটছে

নয়াদিল্লি: আজ ১ এপ্রিল। নয়া আর্থিক বর্ষের প্রথম দিন। শুধু পেট্রোল-ডিজেলের দামেই শুধু নয়, আজ থেকে বেশ কয়েকটি পরিষেবায় বদল ঘটছে। কী কী থাকছে সেই তালিকায় একনজরে দেখে নেওয়া যাক।

 

আজ থেকে বিভিন্ন স্বল্প সঞ্চয় প্রকল্পে কমছে সুদের হার। এনএসসি, ডাকঘর মাসিক সঞ্চয় প্রকল্প, পাবলিক প্রভিডেন্ট ফান্ড বা পিপিএফ, ফিক্সড ডিপোজিট, টার্ম ডিপোজিট, রেকারিং ডিপোজিট, সিনিয়র সিটিজেন সেভিংস স্কিম, সুকন্যা সমৃদ্ধি প্রকল্পহল কেন্দ্রীয় সরকারের স্বল্প সঞ্চয় প্রকল্পগুলিতে সুদের হার কমছে।

 

আজ থেকে কমছে নগদ লেনদেনের পরিমাণ। আজ থেকে নগদে লেনদেনের পরিমাণ কমে হচ্ছে ২ লক্ষ টাকা। নিয়ম ভাঙলে দিতে সম পরিমাণ জরিমানা।

 

আজ থেকে মহার্ঘ হচ্ছে গাড়ি বিমা। ১ হাজার সিসি-র বেশি ক্ষমতাসম্পন্ন গাড়ি ও বাইকে বিমার বার্ষিক প্রিমিয়াম ১ এপ্রিল থেকে প্রায় ৪১ শতাংশ বাড়ছে।

 

আজ থেকে পুরোপুরি বন্ধ নোটবদল। এরপর থেকে আর অচল নোট বদল করা যাবে না।

 

শুধু স্বল্প সঞ্চয়ের সুদে কোপ নয়, নতুন আর্থিক বছর থেকে মধ্যবিত্তর জন্য রয়েছে আরও দুঃসংবাদ। সেভিংস অ্যাকাউন্টে ন্যূনতম ৫ হাজার টাকা রাখার সিদ্ধান্তে অনড় এসবিআই। ছাড় শুধু সরকারি পেনশনভোগী, কর্পোরেট স্যালারি অ্যাকাউন্টে।

 

সড়কে নিষিদ্ধ হচ্ছে মদ। সুপ্রিম কোর্টের নির্দেশে দেশের সমস্ত জাতীয় ও রাজ্য সড়কের ধারে মদের দোকান আজ থেকে বন্ধ।

 

পথ দুর্ঘটনা কমাতে দিনেও বাইকের আলো জ্বালিয়ে রাখার নির্দেশ আজ থেকে কার্যকর হচ্ছে।

 

আজ থেকে রেলের বিকল্প আসন পরিষেবা শুরু হচ্ছে। কনফার্ম টিকিট না পেলে, একই রুটের অন্য ট্রেনে মিলবে আসন। তবে এই সুবিধা শুধু অনলাইন টিকিটের ক্ষেত্রেই মিলবে। পাশাপাশি, আজ থেকে ই-টিকিটের ক্ষেত্রে পরিষেবা কর লাগছে না।

 

সস্তা হচ্ছে জ্বালানিও। কমল পেট্রোল, ডিজেলের দাম। লিটার প্রতি পেট্রোলের দাম কমছে ৩ টাকা ৭৭ পয়সা। ডিজেল কমেছে লিটার প্রতি ২ টাকা ৯১ পয়সা। এর জেরে কলকাতায় পেট্রোলের দাম কমে হল ৬৮ টাকা ৯৭ পয়সা ও ডিজেলের দাম হল ৫৭ টাকা ৮৬ পয়সা।ফসল বীমা যোজনার সুবিধা পেতে আজ থেকে জরুরী আধার কার্ড।

Will the Minister of FINANCE be pleased to state:

(a) whether it is a fact that the maturity amount of the National Pension System has no tax benefits like Public Provident Fund (PPF) and Employees’ Provident Fund (EPF);

(b) if so, the details thereof;

(c) whether Government has received any representation requesting to provide tax exemption to NPS at par with PPF and EPF; and

(d) if so, the stand of Government in this regard?

Statement referred to in reply to parts (a) to (d) of Rajya Sabha Starred Question No.*285 for 28th March, 2017 by Shri N. Gokulakrishnan, MP reg. Tax Exemption to National Pension System.

(a)&(b) Prior to Finance Act, 2016, National Pension System (NPS) referred to in section 80CCD was Exempt, Exempt and Tax (EET) i.e., the monthly/periodic contributions during the pension accumulation phase were allowed as deduction from income for tax purposes; the returns generated on these contributions during the accumulation phase were also exempt from tax; however, the terminal benefits on exit or superannuation, in the form of lump sum withdrawals, were taxable in the hands of the individual subscriber or his nominee in the year of receipt of such amounts unlike PPF and EPF which have been enjoying EEE regime i.e. Exempt, Exempt, Exempt.

Vide Finance Act, 2016, section 10 of the Income-tax Act was amended to provide that any payment from National Pension System Trust to an employee on account of closure or his opting out of the NPS shall be exempt from tax, to the extent it does not exceed forty percent of the total amount payable to him at the time of closure or his opting out of the scheme. Further, Section 80CCD was also amended by Finance Act, 2016 to provide that the whole amount received by the nominee of NPS subscriber on his death shall be exempt from tax.

Further, vide Finance Bill,2017 as passed by the Lok Sabha on 22.03.2017, it has been proposed to exempt partial withdrawals by employees from their NPS accounts in accordance with the guidelines prescribed under Pension Fund Regulatory and Development Authority Act,2013.

Furthermore, it has also been proposed in the Bill to amend section 80CCD of the I.T.Act,1961 so as to increase the upper limit of deduction for contribution into NPS from ten per cent of gross total income to twenty per cent in case of individual other than employee.

(c) &(d) Yes, Madam, the Government has received such representations in the past and the stand of Government was reflected in the amendments made in Income-tax Act vide Finance Act,2016 and Finance Bill 2017 as discussed above.

Bunching effect to Postmaster Grade I - FAQ

Query 1: During 31st Dec 2015, Postmaster Grade I and their PA batch mate might be in different grade pays viz., Rs.2800 and Rs.2400 respectively. Could bunching effect can be considered only if both government servants are in the same pay scale?

Reply : vide department of expenditure OM order no 1-6/2016-IC dated at New Delhi the 7th September 2016 Para 1, it was mentioned that where in revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised pay band and Grade pay or scale as the case may be, get fixed at same cell in the applicable Level in the new Pay matrix one additional increment shall be given for every two stages of bunched

GDS COMMITTEE REPORT – IMPLEMENTATION PROCESS STARTED Six member officers committee under the Chairmanship of Member (T) constituted to examine the Report and submit its recommendation for implementation. Federation/unions are called by the Committee for presenting their views and suggestion before the Committee. Com. R. N. Parashar, Secretary General (NFPE) and Com. M. Krishnan, Secretary General, Confederation & Ex-Secretary General (NFPE) presented views and suggestions of NFPE & AIPEU-GDS before the committee. Detailed letter was also submitted to the Committee. Both leaders also met Secretary, Department of Posts, Shri. B. V. Sudhakar and requested early implementation of the favourable recommendations of the committee and Letter submitted to him. Dear Comrades, The Postal Board has initiated the process for implementation of Kamlesh Chandra Committee Report on GDS. A Six member officers committee is constituted to examine the Report and submit its recommendations for implementation of the Report. The following are the Chairman and Members of the Committee. 1. Krishnan, Secretary General, Confederation & Ex-Secretary General NFPE held discussion with the Committee for one hour and presented the views and suggestions of NFPE & AIPEU-GDS before the Committee. Com. P. Pandurangarao, General Secretary, AIPEU-GDS could not reach Delhi as the meeting was called with short notice. A detailed letter containing the views and suggestions was also presented to the committee. Both leaders also met Shri B. V. Sudhakar, Secretary, Department of Posts and submitted detailed letter with our views and suggestions to him and requested early implementation of the positive recommendations of the Committee at least before 30.04.2017. Latest news of GDS committee report

Today on dt 17thMarch2017 myself and Comrade M.KrishnanS.G.Confederation met with GDSCommittee ReportImplementation Committee  headed by Sri TilakDeyMember (Tech.)along with Sri.V.CHANDRASHEKHAR CPMG .Telangana,Sri.S. R.Meena.CPMG
Gujrat;Ms.SmritiSharan.DDG (Estt)and others and presented view point of NFPE and submitted a brief note suggesting some modifications in the report. After that we met Secretary  (Post)Sri.B.V.Sudhakar and requested him to implement  the GDS Committee Report as early as possible at least before his retirement I. e.on. 30thApril2017.He assured in a positive way. Further we discussed  issue of cadre restructuring implementation  in Postal Gr. C.and requested  to keep in abeyance the orders of implementation  till the issues croppedup are settled.We gave a detailed  letter in this regard.Secretary has assured us.Details are published  in NFPE Website.

(a) whether the Government has set up a Committee to examine the various allowances in the light of recommendation made by the Seventh Central Pay Commission;

(b) if so, the details and terms of reference thereof;

(c) whether the said Committee on allowances has submitted its report to the Government, if so, the recommendations made by the Committee along with the follow-up action taken by the Government thereon;

(d) if not, the reasons therefor and the time by which the said report is likely to be submitted; a

(e) whether the Government proposes to give arrear of House Rent Allowance and other allowances with effect from the month of notification of implementation of Seventh Central Pay Commission, if so, the details thereof and if not, the reasons therefor?

(a) & (b): Yes. The Committee on Allowances has been constituted vide order dated 22.07.2016. The Committee is to examine the recommendations of the 7th CPC in regard to various allowances having regard to the representations made by the Staff Associations and the suggestions of the concerned Ministries/Departments and make recommendations as to whether any changes in the recommendations of the 7th CPC are warranted and if so, in what form.

(c) to (e): The Committee has not submitted its report to the Government. The deliberations of the Committee are in the final stages. Decisions on implementing the Report will be taken after the Report is submitted by the Committee.

vDemanding increase in minimum pay and fitment formula.

Dear comrades

We know that all of you are in the midst of hectic preparation and campaign for making the 16thMarch Strike action a great success.  As has been explained in the article, which we have placed on our website, the NDA Government, led by BJP has exhibited the worst anti-employee attitude in the post independent  era of our country.  This Government has treated its own employees as its worst enemy. The decision taken by the Union Cabinet on 29th June, 2016 rejecting even the recommendations made by the high level committee chaired by the Cabinet Secretary was unprecedented. Even the setting up of various committees was nothing but an eye wash. Nothing will come out of that.  Even the NPS Committee on which the young comrades had pinned some hope of at least  getting a minimum guaranteed pension will produce nothing.  The discussions at the JCM fora has been converted into mostly monologues i.e. the official side simply listening and not reacting.  The Government, it appears, has made the Pension department to reject the one and only recommendation of the 7th CPC which was considered to be positive i.e. Option No.1 for pensioners on the specious ground that the same is not feasible to be implemented. The allowances committee has dilly dallied its deliberation and would now submit its report after the extended period of 6 months expires on 22.02.2017. Even if they make any positive recommendation, which is seldom expected, the NDA Government would not act upon it.  They have very successfully postponed the payment of the revised allowanced for 15 months. 

                In the face of such terrible onslaught, betrayal and chicanery, which no Government in the past has every indulged in,  it is surprising that some of our friends who has a predominant role in the movement of the Central Government employees has unfortunately chosen to wait and watch.  It appears that they have chosen to wait endlessly hurting the cause of the workers. 

                We have no hesitation to affirmatively state the obvious that we have chosen the right path, the path of struggles, which can only the choice of the working class against tyrannical attitude of the employer, howsoever, powerful they may be. We must realize that those who are  in the saddle of power today are not permanently posted there. We were witness to the abysmal downfall of persons who were arrogant personified.  It appears that the reasonableness, righteousness and patience we had exhibited have been taken as signs of cowardice. The undeniable fact is that those who fight, only can win. We, therefore, appeal to you to carry on with conviction and courage.

                Eight months will be over on 6th March, 2017, when the Group of Ministers held out the assurance of revisiting the minimum wage and multiplication factor.  It is now crystal clear that that was an act of chicanery.  No committee was set up  and no discussions were held to seriously consider the issue.  We, therefore, appeal to all of you to ensure that the day, i.e. 6thMarch, 2017 is observed as a day of betrayal and all our members are requested to wear a Black badge with the following words inscribed on it in bold letters and conduct demonstrations in front of all Central Government offices.

(b) whether this change in designation has been done only in the State of Rajasthan or it has been done at national level; 
(c) whether it is a fact that the pay scale of Postmaster ranges from ` 4500 to ` 13,000; 
(d) whether this pay scale remains even lower than that a Central fourth class employee; and 
(e) if so, the steps being taken by Government to provide proper pay scale to Postmaster distributing mails from one village to another?

(d) Yes Sir. However, there is no comparison in the pay scales of these two cadres since Central fourth class (now termed as Multi Tasking Staff – MTS) are regular employees whereas Gramin Dak Sevaks are part-time sevaks. 
(e) The allowances of Gramin Dak Sewaks are revised periodically as in the case of Central Pay Commission.

Cash withdrawal limit raised to Rs50000 in a week.


Cash withdrawal limit from savings bank accounts will be relaxed to Rs 50,000 from February 20 to March 13, after which it will be removed, RBI deputy governor R Gandhi said after the monetary policy meeting.

Tax-exemption to partial withdrawal from National Pension System (NPS) 

The existing provision of section 10(12A)of the Income Tax Act, 1961 provides that payment from National Pension System (NPS) to a subscriber on closurer of his account or opting out shall be exempt up to 40% of total corpus at the time of withdrawal . The amount utilized for purchase of annuity is also tax exempt. At the time of normal exit, 40% of the total corpus is mandatorily required to be purchased for annuity. The subscriber has the option to use higher amount for purchase of annuity. 

In order to provide further relief to the subscriber of NPS, it has been proposed to insert a new clause (12B) in the section 10 of Income Tax Act, 1961 to provide exemption on partial withdrawal not exceeding 25% of the contribution made by an employee in accordance with the terms and conditions specified under Pension Fund Regulatory and Development Authority Act, 2013 and regulations made there under.
