MEETING OF NFPE LEADERS WITH 7th CENTRAL PAY COMISSION AT NEW DELHI





A meeting of NFPE Leaders consisting Coms. R.N. Parashar Secretary General , Giriraj Singh , General Secretary-R-III, N. Subramainan General Secretary P-III, R. Seethalaxmi General Secretary P-IV, P. Suresh  General Secretary R-IV , Pranab Bhattacharya General Secretary Admn., T. Satyanarayana General Secretary Postal Accounts, Virendra Tiwari General Secretary AIPSBCOEA, Pandu Ranga Rao General Secretary GDS(NFPE), R. Shivanarayana President P-III, S.K. Bardhan President R-III, S.P. Kulkarni President AIPSBCOEA, Balwinder Singh Treasurer P-III, Manohar Lal  Vice President P-IV,KPSingh AG/S R-3 was held with Chairman of 7th CPC Justice A.K. Mathur alongwith Smt. Meena Agrawal , Secretary, Shri Jayanyt Sinha Jt. Secretary , Shri Vivek Rae Member, Shri Y. Shukla, Director, Shri Rajeev Mishra Advisor, Shri Mudit  Mittal Director, at 7th CPC Office Chhatrapati Shivaji Bhawan Qutab Institutional Area , New Delhi.

Com. R.N. Parashar, Secretary General NFPE after welcoming Chairman & other members initiated oral evidence on memorandum submitted by NFPE. He narrated all important points related to Postal, RMS, MMS, Admn, Offices, Postal Accounts, SBCO and GDS issues alongwith Casual Labourers issues. All General Secretaries of NFPE affiliated unions presented their sectional issues very nicely.

The most important thing of this meeting was that Chairman gave a patient hearing on GDS issues. Com. P. Panduranga Rao General Secretary, GDS (NFPE) presented the case of GDS in perfect manner and again submitted a copy of memorandum to Chairman, Hon!ble  Chairman  also gave positive assurances on most of the issues.

Meeting was ended in a very co-ordial environment.

Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2014

Subject: Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2014

References are being received from various Ministries with regard to the amount of Special Allowance and Cash Handling Allowance admissible consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 100% w.e.f. 1 st January, 2014 announced vide Ministry of Finance, Department of Expenditure O.M. No.1/1/2014-E-II (B) dated 27th March, 2014.


This Departments O.M. 4/6/2008-Est(Pay II) dated 1.10.2008 provides that the rates of Special Allowance and Cash Handling Allowance will be increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

All Ministries/Departments are therefore, again advised to take necessary action accordingly.

Government employees may get LTC to visit SAARC nations

Central government employees may get to visit some SAARC nations barringPakistan under new Leave Travel Concession (LTC) rules being finalised by the Centre. 

"Employees will be able to avail LTC to visit some SAARC countries. A proposal in this regard is being finalised by the government," Union Minister Jitendra Singh told . 

LTC allows grant of leave and ticket reimbursement to eligible central government employees. 

The decision has been taken to promote people-to-people contact and boost tourism among the SAARC regions, he said. 

"The government has been taking many steps to promote trade and travel. This is one of such steps to further boost ties among SAARC nations," said Singh, Minister of State for Personnel, Public Grievances and Pensions. 

The South Asian Association for Regional Cooperation (SAARC) is a group of eight nations comprising BangladeshBhutanMaldivesNepal, Pakistan, Sri LankaAfghanistan and India. 

Officials in the Personnel Ministry said the LTC facility will not be available for visiting Pakistan and few other nations due to security concerns. 

The draft for new LTC rules is in initial stage and it will be finalised after inter-ministerial consultations, they said. 

"One of the major decisions taken by the Narendra Modi government soon after it took over was to extend the facility of conversion of 'home town' LTC to visit states of Jammu & Kashmir, northeastern region and Union Territory of Andaman & Nicobar for a further period of two years up to September 25, 2016," the Minister said. 

The Personnel Ministry has been regularly reviewing LTC rules to allow government employees to visit unexplored places like northeast. The ministry is also considering allowing government servants not entitled to travel by air to fly in economy class. 

The ministry has of late put in place measures to check misuse of LTC facility. CBI is probing fake travel bills scam (LTC scam) allegedly involving certain government employees and present and former Members of Parliament. 

"All the ministries or departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. 

"In order to keep a check on any kind of misuse of LTC, ministries or departments are advised to randomly get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials," according to an order issued by the Personnel Ministry.

No proposal to raise, reduce retirement age of government employees': Lok Sabha

New Delhi: There is no proposal to either raise or reduce the retirement age of central government employees from the present 60 years, Lok Sabha was informed Wednesday.
"No, madam," Minister of State in the Prime Minister's Office Jitendra Singh said in his reply to a question on whether government proposes to increase the retirement age of central government employees.
His reply was the same to another part of the question on whether there is a proposal to fix the retirement age at 58 years. In the run up to the Delhi assembly polls, Prime Minister Narendra Modi had on two occasions scoffed at suggestions that his government planned to reduce the retirement age.

GROUP-C  WORKING  COMMITTEE  MEETING  OF  BARASAT  DIVISION  WELCOMES  NEW-ENTRANTS  IN  P.A.  CADRE 



      Group-C union of Barasat Division held a working committee meeting at Barasat H.O. on 1st March 2015, Sunday, to discuss current issues and also to welcome the new-entrants in P.A. cadre against the vacancies for the year 2013-14. 

       The meeting was presided by Com. Sudhangshu Biswas and Com. Swapan Roy. Total 52 comrades were present. Six committee-members including Com. Subrata Mustafi, Secretary, and Com. Asit Bangabas, Vice-President, participated in the discussion which was focussed on problems of office and staffs at Divl level, ensuing Divl conference, membership verification drive, Parliament March on 28th April, and the strike called from 6th May 2015.

          During the later half, 11 new P.A. entrants joined the meeting. They were congratulated for beginning of their journey and welcomed to our organisation. Each of them was presented with a copy of book 'Purano Sei Diner Katha -- 1st part' by Com. Sibsankar Roy, having the history of Postal Trade Union Movement. Subsequently, Com. Bijan Chakraborty, Asstt. Circle Secretary, Group-C, also addressed the meeting and the new comrades on the same subject, especially on the legacy of sacrifice being carried by NFPE and why to choose NFPE over others in our department.

      We have noted great enthusiasm among the young comrades of Barasat Division in the meeting. Welcome comrades, be the torch-bearers of the next generation.

(a)       whether Government proposes to entrust banking related services to the Department of Posts;
(b)       whether all post offices in the country would also function as a bank; and
(c)        if so, by when this work is likely to be completed?
ANSWER
THE MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY

(a)       Yes Sir. The Department of Posts applied to the Reserve Bank of India for issuance of license for setting up of Payments Bank on 30.01.2015.
(b)       No Sir. The Government does not propose to convert all post offices in the country to function as a bank. However, Department of Posts applied for license for setting up a Payments Bank on 30.01.2015, which may utilize a part of existing resources /infrastructure of the Department.
(c)        Date of completion of the above work will be depended on the decision of the Reserve Bank of India.

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state?
(a)       whether Government plans to establish Post Bank of India by converting the wide network of post offices spread across the country into commercial banks, if so, the details thereof;
(b)       whether the Department of Posts had expressed its intention before the Government of entering into banking services in the rural areas during a discussion on the suggestions of a task force constituted on India Post; and
(c)        if so, the details thereof and the action plan made by Government in this regard?
ANSWER

(a)      The Government does not propose to convert the wide network of post  offices spread across the country into commercial banks. The proposed Post Bank of India is envisaged as an independent entity.
(b)     During the discussions on the suggestions put forward by task force constituted for leveraging the Post Office Network, the Department of Posts expressed the view that it is ready to enter into the banking space with focus on rural areas.
(c)    Based on a consideration of all relevant aspects, the Department of Posts has submitted an application to Reserve Bank of India seeking License for setting up a Payments Bank as an independent entity.

The Department of Posts has constituted a committee headed by Shri DK Chauhan, CPMG Rajasthan Circle under No. 17-103/2007-GDS dated 24.02.2015 with the following terms of reference:

(a) Examining/Revision of existing provisions for filling up of vacant GDS posts (Other than GDS BPM)

(b) Examination/Review of existing point based system of assessing indigence for compassionate engagement


The Committee has been allowed a time of one month to submit its recommendation.
